NOTICE TO BIDDERS
2024 Stephenson Park Tree Removals, Trimming and Maintenance Project
The City of Morenci is seeking sealed bids at its office at 118 Orchard Street, Morenci, Michigan 49256, until 5:45 p.m., Tuesday, October 15, 2024 for tree removal and trimming services for Stephenson Park, located at 125 Stephenson Street in Morenci, Michigan 49256.

SCOPE OF SERVICES
The Contractor shall provide all labor, materials, supplies, equipment and supervision to perform tree removals, trimming and maintenance services. All work shall be done in a thorough and professional manner in accordance with acknowledged industry standards. These standards include, but are not limited to:
- ANSI A300 or most current revision of “Trees, Shrubs and Other Woody Plant Management—Standard Practices (Pruning)”
- ANSI Z133.1 or most current revision of, “Pruning, Trimming, Repairing, Maintaining and Removing Trees, and Cutting Brush - Safety Requirements”
- When applicable: ANSI A300 (Part 9)-2011 Tree Risk Assessment; a. Tree Structure Assessment, Tree Care Industry Association, Inc
The scope of work includes:
Tree Removals, depicted in the attached plan and denoted with an ‘X’ and listed below.
T1: Full tree and stump removal, ground to 8” below grade.
T6: Full tree and stump removal, ground to 15” below grade.
T25: Full tree and stump removal, ground to 8” below grade.
T28: Full tree and stump removal, ground to 8” below grade.

Tree Removals (including stump removal)
All trees to be removed have been identified in the field with a pink ‘X’ at approximately 5 feet height.
Before commencement of work, Contractor shall meet with the City of Morenci and present an outlined schedule of work dates and removal operations in coordination with the concurrent Stephenson Park construction project. Equipment access to specific areas may be limited to areas approved by the City of Morenci, in coordination with the Stephenson Park construction project contractor. Tree protection fencing has been installed as a part of the larger Stephenson Park construction project and shall remain in place during this contract. Tree protection fencing moving/removal shall be coordinated with the project contractor. Should tree protection fencing be damaged, the tree removals/maintenance contractor shall be responsible for replacement.
All trees shall be removed in their entirety. All removals require complete removal of the entire tree, stump and cleanup of all limb debris by the Contractor. All stumps shall be mechanically ground to a minimum of eight inches (8”) below grade, or 15 inches (15”) below grade should the tree be located in the future play area. Stump holes shall be backfilled with stump chips and a mound of remaining chips left on top of the hole. The contractor shall be responsible for re-grading, loosening of compacted soil, repair of access ways and any damage to turf /grounds within the work area of the park or by an intrusion that is outside the specified work area. Street and sidewalk areas shall be broom swept and all other areas shall be raked clean of debris generated through removal operations.
Contractor shall complete a final walk-through with the City of Morenci to review completion of work.
Tree Trimming and Maintenance
All trees to receive priority trimming have been identified in the field with a pink ‘dot’ at approximately 5 feet height.
Before commencement of work, Contractor shall meet with the City of Morenci and present an outlined schedule of work dates and trimming operations in coordination with the concurrent Stephenson Park construction project. Equipment access to specific areas may be limited to areas approved by the City of Morenci, in coordination with the Stephenson Park construction project contractor. Tree protection fencing has been installed as a part of the larger Stephenson Park construction project and shall remain in place during this contract. Tree protection fencing moving/removal shall be coordinated with the project contractor. Should tree protection fencing be damaged, the tree removals/maintenance contractor shall be responsible for replacement.
Pruning Operations
Trees shall be pruned by removing all dead, diseased, broken and crossing branches. Trimming shall be done in accordance with industry standards, no stubs over 1” shall be permitted when trimming is complete. Live branches shall be removed only to maintain the natural shape and appearance of trees. A collar shall be maintained on lateral branches. Flush cuts are to be avoided on larger branches.
Mutilation and loss of characteristic shape of the tree shall be prohibited. Selective removal of complete limbs shall be performed rather than excessive clipping with pruners. Saw or pruner cuts shall be flush with the parent limbs or trunk of the tree. Limbs shall be precut using a three-cut technique to prevent splintering.
Ropes shall be used for lowering cut branches when necessary to prevent damage to trees, utilities, vehicles or park amenities. Care shall be taken to protect adjacent site conditions.
Saw cuts need not be treated with dressing or disinfectant unless abnormal conditions exist in reference to disease or insects. All old stubs shall be removed, and all old scars shall be inspected. If old scars are not healing properly, they shall be retraced and treated. The lower branches of tress shall be raised if the tops are sufficient to maintain a balanced life to a height of 14 feet above major streets or state trunk lines and 12 feet above local and residential streets. In the play area, branches shall be pruned to 12 feet above play equipment.
Tools used to prune suspected or diseased trees shall be disinfected before being used on other trees.
Pruning Procedures
Any tree large enough to support a trimmer shall be climbed and trimmed. It is considered inefficient for the trimmer to remain on the ground and trim trees with a pruning pole unless agreed upon by the the City of Morenci.
- Light Pruning: The removal of dead wood, suckers, cross branches and stubs up to one inch (1") in diameter.
- Medium Pruning: Shall include all items listed under "light pruning" plus branches up to four inches (4") in diameter.
- Heavy Pruning: Shall include all items listed under "light pruning" and "medium pruning", in addition to the removal of limbs over four inches (4") in diameter.
All types of pruning will include topping, tracing point, treatment for girdling roots, installment of supporting cables and/or bolting, and necessary repair work when specifically requested by the City of Morenci.
Shaping: If during pruning, trees are rendered unsightly due to lack of symmetry, further pruning to restore the appearance and obtain desired shape shall be performed. The location, type of tree, and the nature of surroundings, etc. shall govern the extent of such shaping. Full shaping shall consist of the removal or shortening by natural methods of branches in the crown of the tree. Sufficient growth must be left on cutback branches to keep them alive, and when possible, the branches being shortened shall be cut back far enough to preserve the natural appearance of the trees. Side pruning shall not be so severe as to restrict the trees’ ability to produce the food necessary for healthy growth.
Top growth shall not be reduced by an amount greater than that permissible for the species as listed below:
- Fifty Percent (50%) - Silver Maple, Willow, Poplar, and other fast-growing varieties.
- Forty Percent (40%) - Basswood, Elm, Walnut, and Ash.
- Fifteen Percent (15%) - Beech, Norway and Sugar Maples, & other slow growing species.
Hazardous Trees: Any person engaged in trimming or pruning that becomes aware of a tree of doubtful strength, which could be dangerous to persons or property shall report such trees to the City of Morenci. Such trees shall include those that are over mature, diseased, or showing signs of decay. The City shall inspect any tree reported and determine if removal is necessary.
Tree Assessment + Recommendation
The arborist shall perform tree risk assessments only on those trees specifically identified in this scope of work (see attached map depicting the work area). The arborist shall use an assessment protocol as described by the International Society of Arboriculture that includes:
- Evaluation of the probability of failure.
- Mitigation recommendations based on these observations.
Upon review and approval of mitigation recommendations, the contractor shall provide either tree removal or tree trimming services.
Notes to Bidders
1. Please indicate clearly any substitutions contained in your bid and which alternates or combinations of same are included in your bid.
2. Bid should include a separate quote for the removal of the aforementioned trees and stumps. Overall cost of both shall be factored into the final bid quote. The City of Morenci reserves the right to accept or decline any portion of the quotes
3. The City of Morenci will hold the successful bid prices firm for a period not to exceed three (3) months from the date of award such.
4. By placing a bid, the successful Company agrees to hold harmless the City of Morenci from all liability. Additionally, the successful Company agrees to repair and / or fix any damage that is created on sidewalks, if such occurs.

8. The successful bidder is required to provide documentation of worker’s compensation coverage and Commercial General Liability Insurance with the City of Morenci named as an additional insured with submission of bid. $1,000,000 of insurance is required for each occurrence as respect to Bodily Injury Liability or Property Damage Liability, or both combined. $2,000,000 is required Per Job General Aggregate.
